For the above box junction heading from Camberwell new road into Camberwell church street box junction at the intersection with Camberwell road, please confirm if this box junction is monitored by CCTV or other cameras and PCNs issues using video evidence for any alleged breaches of box junctions. 1B. Please confirm the exact location that is stated in PCNs for this box junction to allow a search in the Register of Appeals held by London Tribunals of any appeals made against these PCNs 1C. Please confirm the number of tickets issued in each of 2020, 2021 and 2022 at this box junction 2. Please also confirm if (i) any video monitoring is in place, (ii) do these cameras track people entering the box junction from Denmark hill to turn right into Camberwell Church Street (at the same junction described above) and (iii) what the number of tickets is for this particular breach and what the location would be stated as in the PCNs.

Thank you for your request received by Transport for London (TfL) on 27 May 2023 asking for information about the Camberwell New Road/Camberwall Church Street/Camberwall Road box junction.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

1A. For the above box junction heading from Camberwell new road into Camberwell church street box junction at the intersection with Camberwell road, please confirm if this box junction is monitored by CCTV or other cameras and PCNs issues using video evidence for any alleged breaches of box junctions.

There are two yellow box junctions at this location. They are monitored and enforced using our CCTV camera network for the purposes of ensuring the junction is kept clear and traffic flowing.

1B. Please confirm the exact location that is stated in PCNs for this box junction to allow a search in the Register of Appeals held by London Tribunals of any appeals made against these PCNs

The location stated on a PCN for contravention of these box junctions is either:

CAMBERWELL NEW RD / CAMBERWELL RD / CAMBERWELL CHURCH ST / DENMARK HILL (NORTH BOX)

Or:

CAMBERWELL NEW RD / CAMBERWELL RD / CAMBERWELL CHURCH ST / DENMARK HILL (SOUTH BOX)

1C. Please confirm the number of tickets issued in each of 2020, 2021 and 2022 at this box junction 

This information is exempt from disclosure under section 31 of the Freedom of Information Act, which can apply where release of information would be likely to prejudice the prevention of crime, or to prejudice the apprehension or prosecution of offenders. This is because the release of this information (or similar information in relation to other areas) would reveal locations where enforcement activity is less likely to be implemented and may therefore encourage people to ignore restrictions at those locations. Whilst we make no suggestion that you would use this information for anything other than your own interest, the disclosure of information under FOI is regarded as a disclosure to the public at large.

The use of this exemption is subject to an assessment of the ‘public interest test’ to determine whether the greater public interest rests in the exemption applying and the information being withheld, or in releasing it in any event. We recognise the need for openness and transparency by public authorities and the fact that you have requested the information is in itself an argument for release. However, in this instance we feel that balance of public interest lies in favour of withholding the information to ensure that we are able to manage traffic on the TfL Road Network. It would be strongly against the public interest to release any information that would undermine this. We consider that the release of this information would lead to increased traffic problems as some motorists may seek to take advantage of the information, which would have a detrimental effect on street management. This principle has been previously agreed by the Information Commissioner in relation to a similar, previous request, as can be seen in the following Decision Notice - the same arguments apply in your case:

2. Please also confirm if

(i) any video monitoring is in place,

Yes it is.

(ii) do these cameras track people entering the box junction from Denmark hill to turn right into Camberwell Church Street (at the same junction described above) and

The camera monitors vehicles not people.

While the camera may observe vehicles turning right from Denmark Hill into Camberwell Church Street, when the junction is being monitored, we would not usually issue a penalty for a vehicle stopping in a yellow box for the purposes of turning right.  Full details of how we manage yellow box junctions is on our website at https://tfl.gov.uk/modes/driving/red-routes/rules-of-red-routes/yellow-box-junctions

(iii) what the number of tickets is for this particular breach and what the location would be stated as in the PCNs.

The number of Penalty Charge Notices issued is exempt from disclosure as explained above. The location stated on the PCNs would be either:
