This concerns the blocked off junction of Calton Avenue and Court Lane in SE21 in Dulwich Village in SE London. This junction was blocked off by planters as part of the installation of a lower traffic neighbourhood in the summer of 2020 and is only accessible by bike or by foot. Please could you provide any communications between TfL and Southwark council about the blocked off junction at Calton Avenue, Court Lane and Dulwich Village that have occured since January 2021 till today's date, including discussing alternatives to keeping the junction closed. This may be between Dale Foden from Southwark who is head of Highways for Southwark council, but could also include other officers and/or councillors from Southwark.

Thank you for your request received by Transport for London (TfL) on 24 June 2021, asking for information about junction of Calton Avenue and Court Lane in SE21 in Dulwich Village.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold the information you require. You asked:

Please could you provide any communications between TfL and Southwark council about the blocked off junction at Calton Avenue, Court Lane and Dulwich Village that have occured since January 2021 till today's date, including discussing alternatives to keeping the junction closed.

The Highway and Traffic Authority for this junction is the London Borough of Southwark. TfL’s interests include funding but also traffic signal design and operation and bus services through the junction. TfL are the Signalling Authority and the Public Transport Planning Authority.  

In 2020 in response to the pandemic and requirement for social distancing measures the Government asked TfL and local authorities to provide more space to encourage walking and cycling at a time when the capacity of public transport was significantly reduced. The Government provided TfL with funding support and we encouraged boroughs to bid for social distancing measures under the London Streetspace Programme. A bid from Southwark for measures in Dulwich Village including the junction with Calton Avenue and Court Lane was successful and received funding from TfL from the DfT’s Active Travel Fund. The measures were progressed on a temporary basis to expedite rapid delivery and allow for monitoring.  

Please find the attached emails that we’ve had with Southwark officers since Jan 2021 about this site. There is an email correspondence from 1 July 2021, where TfL officers were approached by Southwark asking for a discussion on future proposals for this junction. This meeting is in the process of being arranged and will take place remotely.

Please note that in accordance with TfL’s obligations under the Data Protection legislation some personal data has been removed, as required by Regulation 13 of the Environmental Information Regulations. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of the legislation, which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 which would make the processing ‘fair’.
