I am writing a research report on compliance with traffic regulation. Please could I request the following datasets:
1. Volume (number) and value (£) of congestion charge (CC) fines handed out, 2013-2018
2. Volume (number) and value (£) of ULEZ and LEZ fines handed out, 2013-2018.

Thank you for your request received by Transport for London (TfL) on 28th May 2019 asking for information about Congestion Charge and Low Emissions Zone fines in the period 2013-2018.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
I can confirm that we hold the information you require. The tables below show how many Congestion Charge Penalty Charge Notices (PCNs) and how many Low Emission Zone PCNs we issued for each of the financial years requested and the amount of revenue generated.
Note that:
- Congestion Charging PCNs are payable at £160.
- Low Emission Zone Phase 3 PCNs are payable at £250.
- Low Emission Zone Phase 4 PCNs are payable at £500.
- All PCNs are reduced by 50% if paid within the first 14 days of issue.
- The Ultra Low Emission Zone was not introduced until 8 April 2019.
