Good afternoon I write further to previous emails in relation to this matter relating to the operation of traffic lights on the above date at the above location. In an email to us from TFL dated 23/01/2024, we were advised that “the police requested attendance at the site on 5 April 2023 and there was no fault found for the specified traffic lights.” In an email to xxxxxxx of Keoghs dated 25/10/2023, they were advised by TFL that “our records indicate that the traffic lights were not working at 12.12.” In an email to us on 26/01/2024, we were advised by TFL that “our records show that following the accident we were called to the scene and our engineers found that no faults were found. The lights were working at the time of the incident.” We attach a police collision report relating to the index accident. - We refer you to page 1 within “Scene Details” you will see that it states “Automatic traffic signal out.” - We refer you to page 6 within “How Collision Occurred” where the attending officer says “….the lights were not working when officers attended….” - We refer you to page 6 within “Contributory Factors” where it gives “Defective traffic signals” as a factor. I would be grateful if you could please confirm TFL’s position here and provide us with any documents you have from your attending engineers to confirm what time they attended the scene and confirming their findings whilst there. I thank you in anticipation of your assistance and look forward to your early reply. And; In the first instance I simply want clarification on our Freedom of Information request namely, were the lights found to be faulty / not working on 05/04/2023 when engineers attended the scene? If the lights were found to be working, as per some of the emails from TFL, then I see no benefit in requesting an engineer’s report.

Thank you for your request received by Transport for London (TfL) on 20th May 2024 asking for information about an incident on 5th April 2023 at Thurloe Gardens / South Street, Havering.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

In the first instance I simply want clarification on our Freedom of Information request namely, were the lights found to be faulty / not working on 05/04/2023 when engineers attended the scene? If the lights were found to be working, as per some of the emails from TFL, then I see no benefit in requesting an engineer’s report.

I understand that my colleague, Mark Larkin, has responded to you directly confirming that no fault was found with the lights themselves by engineers on 5th April 2023 (the fault that was referenced previously being in relation to an indicator lamp rather than the lights). I trust this therefore answers your question above.
