I understand from the public register of contracts greater than £5,000 (http://content.tfl.gov.uk/tfl-contracts-greater-than-5k.pdf) that Deloitte were awarded contract 93510, that the earliest expiry date of this contract is the 12 May 2017 and that the description of this contract is: "To provide consultancy support for the transformation programme including programme and business management." Please can you provide me with the following information in relation to this contract? 1. The date on which the contract was awarded. 2. The method by which this contract was awarded, e.g. called off under an existing framework contract, by competitive tender or by single source justification. 3. If by competitive tender, the invitation to tender documentation and the names of the competing organisations. 4. The requirements specification for the work to be delivered by this contract. 5. The documentation issued to TfL and its subsidiary companies by Deloitte under this contract. 6. Whether or not any of the work under this contract has recommended headcount reduction. If so, please specify the recommended headcount reductions by TfL subsidiary company, pay band, directorate and department. 7. The number of full time equivalent staff provided by Deloitte to work on this contract. 8. Whether or not the contract has expired. 9. If the contract has expired, whether or not it has been extended or transferred to another contract, such that Deloitte are still engaged in supporting the transformation programme. 10. If the contract has been extended or transferred, the earliest expiry date of the contract and the revised value band of the contract, i.e. the sum of all contracts in which Deloitte is supporting the transformation programme.

Thank you for your email received by us on 06 June 2017 asking for information about a contract awarded to Deloitte. Please accept my apologies for the delay in responding to you.
 
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act  and our information access policy.  We do hold some of the information you require. You asked:

Please clarify whether you are referring to the response to the tender or the materials provided during the course of the contract. We apologise for not seeking clarification on this point sooner, and we will prioritise our response to you on receipt of your clarification.
6. Whether or not any of the work under this contract has recommended headcount reduction. If so, please specify the recommended headcount reductions by TfL subsidiary company, pay band, directorate and department.
The requirements for the contract were focussed across Programme and Benefits Management and did not include any scope or remit around Organisation Design or Headcount reduction.
7. The number of full time equivalent staff provided by Deloitte to work on this contract.
Resources have varied across the lifecycle of the programme from the core resource of 4 Full Time Employees (FTE) to at its peak 6 FTE.
8. Whether or not the contract has expired.
The original contract has now expired, after being extended to 7 July 2017.
9. If the contract has expired, whether or not it has been extended or transferred to another contract, such that Deloitte are still engaged in supporting the transformation programme.
The contract has not been further extended however a new competitive procurement process for ongoing support of the transformation programme was completed in July 2017. Deloitte were successful and remain supporting the transformation programme through this new contract,”
10. If the contract has been extended or transferred, the earliest expiry date of the contract and the revised value band of the contract, i.e. the sum of all contracts in which Deloitte is supporting the transformation programme.
The contract was extended to 7th July 2017 and the revised contract value is £1,163,320.
