Thank you for your request received by Transport for London (TfL) on 9 June 2022 asking for information about ULEZ.
Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold some of the information you require.
We do not hold any documents/correspondence discussing the significant difference between PCNs issued to London and non-London residents.
The signs were authorised for use by the DfT in 2018 for the original zone that matches the Congestion Charging boundary and again in 2020 for the current boundary. Neither authorisations required the bottom panel to state ‘charges apply – pay online’ but did require ‘At all times’ to be inserted into the bottom panel. A copy of the authorisation is available online at https://assets.dft.gov.uk/trafficauths/case-4754.pdf.
As we were not required to include the words ‘charges apply pay online’ we do not hold any correspondence in relation to discussions around this.
We do not have any specific policies around PCNs and those on a low income. The regulations governing the ULEZ do not provide for any exemptions or reduced payment for a penalty based on the recipients income.
There is no specific policies for those without access to the internet. However information on the ULEZ, and the facility to pay the charge, is available by calling our Contact Centre.
