Please provide us with the following information in accordance with section 1 of the Act: (a) any emails during the period of June 2016 to June 2017 between Mr Julian Ware of TfL and Messrs Richard Jones and Ryan Gerrish of Jones Lang LaSalle Inc. ("JLL") containing each of the following terms: (i) "North Docklands"; (ii) "MCIL2"; and (iii) "rate"; and (b) any emails during the period of June 2016 to June 2017 between Mr Julian Ware of TfL and Messrs Richard Jones and Ryan Gerrish of JLL containing each of the following terms: (i) "North Docklands"; (ii) "MCIL2"; and (iii) "Stratford". ( c) The minutes from the meetings of the CIL Steering Group which took place between June 2016 and June 2017; and (d) A copy of the final request for Mayoral Decision titled "Preliminary Draft Charging Schedule (PDCS) for proposed changes to the Mayoral Community Infrastructure Levy (MCIL) - approval of PDCS document" (or similar) dated on or around March 2017.

Thank you for your request received on 29 May 2019 asking for further information about the charging rates proposed to be applied to Isle of Dogs.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:

Please provide us with the following information in accordance with section 1 of the Act:

(a) any emails during the period of June 2016 to June 2017 between Mr Julian Ware of TfL and Messrs Richard Jones and Ryan Gerrish of Jones
Lang LaSalle Inc. ("JLL") containing each of the following terms:

(i) "North Docklands";
(ii) "MCIL2"; and
(iii) "rate"; and

(b) any emails during the period of June 2016 to June 2017 between Mr Julian Ware of TfL and Messrs Richard Jones and Ryan Gerrish of JLL
containing each of the following terms:

(i) "North Docklands";
(ii) "MCIL2"; and
(iii) "Stratford".

Please find the requested correspondence attached. In accordance with our obligations under Data Protection legislation some information has been withheld from the attached correspondence, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and we have not satisfied one of the conditions which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.

(c) The minutes from the meetings of the CIL Steering Group which took place between June 2016 and June 2017; and

Please see the attached action notes, there are 21 in total for the period between June 2016 and June 2017. In some instances action notes refer to an upcoming CIL meeting for which no action note is available. This is because on occasion, some steering group meetings were cancelled at short notice due to other matters taking priority or having a light agenda. As the action notes were prepared before the cancellations they did not always reflect the new meeting dates.

As above, some information has been withheld as required by section 40(2) of the FOI Act.

(d) A copy of the final request for Mayoral Decision titled "Preliminary Draft Charging Schedule (PDCS) for proposed changes to the Mayoral Community Infrastructure Levy (MCIL) - approval of PDCS document" (or similar) dated on or around March 2017.
