Thank you for your request received by Transport for London (TfL) on 25 May 2019 asking for information about Worcester park central road.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.

  1. When was the last time the traffic lights on the central road, green park and brook lights changed.

     

    TfL conducted a full signal timing review at this junction in 2010 when ‘SCOOT’ technology was installed. SCOOT operation involves installing detectors under the road surface to be able to monitor traffic conditions in real time and enable the urban traffic control system to make small adjustments to the traffic signal timings automatically in order to minimise stops and delays to traffic. Independent assessments of the benefits of SCOOT indicate that the technology reduces delays at signals by 13% on average. We then updated contingency signal timing plans in 2013 – these are signal timing plans which are used by the traffic control centre to adapt signal timings in order to manage planned and unplanned disruption in the area. Finally we undertook an in-depth analysis of bus route 151 which passes through this junction which was completed in February 2019; no changes were made at this junction as a result of this review.

  3. What impact had tfl done to improve the traffic flow

     

    None (The London Borough of Sutton is the highway authority for this road, and therefore they would be best placed to respond.)

     

     

  4. How much money has it spent on the traffic flow in Worcester park central road

The London Borough of Sutton have received funding from TfL:

  • 18/19 LIP Corridors - £25k for Central Road and Worcester Park improvements. It was £100k but the borough requested to carry forward £75k to 2019/20

     

  • 18/19 Bus Priority - £50k Central Road/Longfellow Road bus stop improvement at 2 locations

     

  • 18/19 Bus Priority - £15k Central Road/Brinkley Road at various locations to provide a good public transport experience

5. What plans does tfl have to improve the flow

None (The London Borough of Sutton (LBS) is the highway authority for this road, and therefore they would be best placed to respond.)

6. What communications internally has there been to any committees, boards or any similar format about the traffic issue at the junction

We are not aware of any communications of this nature. LBS aspiration’s have been discussed at our liaison meeting but that is an external meeting. The borough have been granted the following funding in 2019/20:

  • 19/20 LIP Corridors - £75k for Central Road and Worcester Park improvements

     

  • 19/20 LIP Corridors - £60k for Central Road/Worcester Park – phase 2

     

  • 19/20 Bus Priority - £100k for Central Road/Malden Road

As this location is close to the boundary with Royal Borough of Kingston (RBK), it is also worth mentioning that RBK have £100k for 2019/20 Bus Priority Central Road/Malden Road too as the boroughs are looking at the whole corridor.
