Our ref: FOI-0556-2021/GH

Thank you for your request received by Transport for London (TfL) on 6 July 2020 asking for information about Congestion Charging.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

1. How many people have received a penalty charge notice for driving in the congestion charge zone between Monday 22 June until Monday 29 June. If possible, please could the response be split into:

  1. No. of people who paid the congestion charge

389,660 valid charge payments were received during this period.

  1. No. of people who received a penalty charge notice

22,981 PCNs were issued.

  1. No. of people who did not pay the penalty charge notice

Of these 22,981, as of 9 July 2020 16,990 are currently unpaid. When a penalty is issued the recipient has 28 days to pay or submit a representation to us challenging the penalty. As these penalties have been issued recently the number of paid PCNs will increase over time.

  1. Total no. of people who drove through the congestion zone

The total number of unique vehicles detected once or more during charging hours for this period was 628,077.

If this is not the information you are looking for, please do not hesitate to contact me.

The impact of current circumstances on TfL’s resources means we are not able to answer FOI requests readily and we ask that you please do not make a request to us at present.

Answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. In any event, please note that our response time will be affected by the current situation.

If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.

Yours sincerely
