You asked

I request all reports and internal Email correspondence generated since 1 January 2024 and held in any part of Transport for London concerning in any way: • the state of the Central Line track, in both directions, between Liverpool Street and Woodford stations (via Snaresbrook); • maintenance and performance of all equipment used to monitor those tracks; • contact with the makers or providers of that equipment; and • the drafting and display of notices at stations about the speed restrictions on the Central Line.

Thank you for your request which we received on 13 May 2024. You asked for information concerning the Central line track. 

 

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm that we do hold the information you require.: 


Please be aware that the number of speed restrictions on the Central line has recently been reduced by 12 (from 15 to 3).


However, unfortunately, your request is too broad and to provide the full information requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

In order to locate, extract and collate all of the information held that fits within the scope of your request we would need to manually review a significant volume of material, along with many other documents held in various separate storage systems by numerous people within TfL. On that basis, we have calculated that it would considerably exceed the cost limit to provide a response to your current request. 


To help bring the cost of responding to your requests within the £450 limit, you may wish to consider refining your request to concentrate on matters which are important to you. For example, you may find it more beneficial to ask specific questions or request specific documents which are less likely to lead to such a significant volume of information requiring review in order to collate the information that is relevant to your request. By their nature, emails contain a significant amount of personal data such as phone numbers and email addresses and so, whilst this process of redaction does not feature as part of our considerations on whether the cost limit might apply, the burden created by requests for emails is significant and this should be borne in mind before submitting requests of this nature.
