Red Light Violation Penalties for TfL Drivers

Request ID: FOI-0521-2425
Date published: 29 May 2024

You asked

I am writing under the Freedom of Information Act 2000 to request detailed information regarding penalties issued for traffic violations by employees driving vehicles operated by or for Transport for London. Specifically, I am interested in the number of fines and penalties issued, by year, to drivers employed by TfL (including staff, bus drivers, and any other driving roles) from 2016 to the present day for failing to stop at a red light. I would appreciate if you could provide the information in the following format: • Year • Number of fines and penalties issued for failing to stop at a red light • Category of employee (e.g., staff driver, bus driver, etc.)

We answered

Our Ref:         FOI-0521-2425

Thank you for your request received on 15 May 2024 asking for information about penalties issued to drivers employed by TfL for failing to stop at a red light.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm that we hold some of the information you require.

TfL is an organisation which strives to conduct all its activities to the highest ethical standards, in the most proficient manner and in full compliance with all legal requirements, including while driving our vehicles.

Red light offences are subject to “Notice of Intended Prosecution” and as such any notices received must legally be transferred to an identified driver.

For drivers of TfL fleet vehicles, we hold this information for the last five whole calendar years, as follows.

YearTraffic Light Offences
(Notices of Intended Prosecution) Received
20194
20201
20211
20223
20239

As the liability is legally transferred to the driver, any penalties (fines, points, courses) are between the courts and the driver, not with TfL. Therefore we do not hold information on any penalties issued. If points are issued, these are noted, as part of our regular driver checking processes.

The above information relates to the TfL support fleet and staff who drive these vehicles as part of their role. We do not hold information for bus drivers as they are employed directly by the bus operators.

If this is not the information you are looking for please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal.

Yours sincerely
