Thank you for your request received on 14 May 2024 asking for information about Ultra Low Emission Zone (ULEZ) penalty charge notices (PCNs) issued to vehicles with registered addresses in the London Boroughs of Hillingdon or Harrow. Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy. I can confirm that we do hold the information you require. You asked for: The number of ULEZ Penalty Charge Notices (PCNs) issued for vehicles registered to addresses in the London Borough of Hillingdon and the London Borough of Harrow and the total value of those fines. I am looking for the fines issued since 29th August 2023 when the zone was expanded. The ULEZ was expanded on 29 August 2023 to cover all London boroughs. Following the launch of the expansion, between 29 August and 25 September 2023, warning notices were issued to owners of non-compliant vehicles who had not paid the ULEZ charge after driving in the zone. Warning notices were issued to ensure the correct action is taken in the future and to allow for any genuine mistakes that may have occurred. Since 26 September 2023, PCNs have been issued for contraventions. When we issue a PCN the notices are sent to the registered keeper of the vehicle as held by the DVLA. The address to which the penalty is sent does not necessarily indicate that that is where the driver resides. For example, we issue PCNs to hire and lease companies based in London and we do not know where the driver, who incurred the penalty, resides. Please note that the figures include PCNs issued to the same vehicle on more than one occasion so are not reflective of the total number of individual vehicles that have been subject to a PCN. Any net revenue received from the ULEZ is reinvested into running and improving London’s transport network, such as expanding bus routes in outer London and including services which may extend outside of the capital’s boundaries. The table below details the number of penalties issued to the London Boroughs of Harrow and Hillingdon and is correct as of 15 May 2024. ULEZ PCNs are issued at £180, reduced to £90 if paid within 14 days. If the PCN remains unpaid within 28 days of the PCN being issued, a Charge Certificate may be issued at £270. Should the PCN remain unpaid within 14 days of the issue of the CC, an Order for Recovery is issued at £279.
