TfL's Response to TCP Procurement Violations

You asked

XXX has reached out to me and provided me with all the evidence he has regarding ethical violations during the TfL Telecommunications Commercialisation Project (TCP) procurement process. There is an ongoing FOI request regarding this (FOI-2563-2021). The evidence provided to me is compelling and directly implicates Installation Technology Ltd (ITECH) in violating the procurement rules. Conclusive proof was provided to TfL, in the form of recorded conversations, in July last year, and TfL should have by now taken punitive steps against ITECH. Please can you answer the following questions: 1. In the last 10 months, what steps has TfL taken against ITECH as a result of this corruption? 2. Is ITECH still involved in any TfL projects or has TfL taken steps to remove them? 3. Is ITECH is still involved in the TfL Emergency Services Network (ESN) project? 4. Is ITECH is still involved in the TfL PCN (Public Cellular Network) project? 5. Is ITECH is still involved in any other TfL projects and what are the names of these projects?

Thank you for your request received on 14 June 2021 asking for information about the TfL Telecommunications Commercialisation Project (TCP) bid.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. Your questions are answered in turn below:
 
  1. In the last 10 months, what steps has TfL taken against ITECH as a result of this corruption?
 
During the TCP procurement process TfL received an anonymous email alleging ethical wall breaches within the TCP procurement. An investigation has been completed and, where appropriate, action has been taken.
 
  1. Is ITECH still involved in any TfL projects or has TfL taken steps to remove them?
 
Installation Technology Ltd is a subcontractor of TfL’s network provider, Capita Business Services Limited under the Access Network and Wide Area Network (WAN) Managed Services Contract and is involved in various TfL projects in a sub-contractor capacity. Installation Technology is also in contract with Docklands Light Railway, please see the answer to Question 5 below.
 
  1. Is ITECH is still involved in the TfL Emergency Services Network (ESN) project?
 
Yes, as a sub-contractor.
 
  1. Is ITECH is still involved in the TfL PCN (Public Cellular Network) project?
 
Yes, as a sub-contractor.
 
  1. Is ITECH is still involved in any other TfL projects and what are the names of these projects? 
 
Docklands Light Railway Limited is in contract with Installation Technology Limited in relation to the supply of Train Telemetry SIM cards for the DLR.
