Training for Emergency Train Operator

Please provide me with a definitive description of the training required for an operational member of staff to become an emergency train operator. By this I mean someone licenced to only move a train in an emergency, or to the next station in passenger service. I do not mean to become a fully licenced train operator.
I am looking for a copy of a written agreement or description of the training needed to gain this licence - stock, time with an instructor, rules & procedures training etc.

Thank you for your request received on 27 May 2018 asking for information about the training for Emergency Train Operators.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require.
There is no definitive description of the training required to become an Emergency Train Operator. A Train Operator who moves into a Train Manager position would have their 24 Train Operation Safety Critical Licence removed and replaced with a 25 Train Operation which enables them to operate a train in passenger service at reduced speed (emergency train operator).
The process to get this licence is to follow the Train Operator Program as a manager and you would be issued a 25 Train Operation Safety Critical Licence.
To follow the program you would need to have a training progress book for your line; this will record your training and is used to record your final summative assessment.
• Hiking
• Full stock course
• R&P – attended an initial course
• LBOP (line based operational procedures) – if needed.
• Parallel running (Metropolitan, H&C & Central Lines)
• NRTS/NROP (Bakerloo & District Lines)
• Driving with an Instructor Operator – logging all days/trips
• Complete all minimum required moves as detailed in the progress book
• Complete all Depots, sidings and reversing moves as detailed in the progress book.
The summative assessment will consist of the following.
Driving a train - You will be assessed operating a train, in line with the competence management system
Rules & Procedures - You will be assessed on operational rules and procedures
Stock - You will be assessed on your stock knowledge
Knowledge of the line - You will be assessed on relevant reversing points and locations on your line
Multi SPAD (Signal Passed At Danger) signals - You will need to have an understanding on why a signal or signals on your line are multi-spaded (If applicable)
Once you become competent it is a requirement of the licence to attend a Operational Managers Continuous Development Programme and Operational Managers stock refresher, and have six monthly recorded driving trips.
