What Local Transport Plan so far has TfL produced with the other OPDC land borough responsible transport plan authorities (Brent, Ealing and Hammersmith & Fulham) regarding the UK's largest redevelopment zone and what it could and should integration and inclusion offer local residents living today adjacent to it north, south, east and west?

As mentioned in our previous response to you, under TfL reference: 0039-2324: Old Oak Common and Park Royal has been identified by the Greater London Authority (GLA) as having the potential to support a minimum of 25,500 new homes and 65,000 new jobs. It is an area which is set to be transformed by the creation of a new station at Old Oak Common, which will provide an interchange between HS2 and Elizabeth line services.
 
The site is considered an Opportunity Area, and an Opportunity Planning Framework (OAPF) for the site was published by the GLA in 2015. The framework below sets out planning guidance to transform Old Oak, regenerate Park Royal and continue the protection of Wormwood Scrubs. As Supplementary Planning Guidance to the London Plan, the Old Oak and Park Royal Framework has a significant influence on planning application decisions in the area.

A Transport Study was produced by Transport for London, in collaboration with local boroughs, to support the development of this document. The purpose of this was to provide a strategic assessment of the existing transport provision in Old Oak, to consider the impact of planned future growth and to identify the transport interventions required to mitigate those impacts and support growth in a sustainable way, including through the promotion of active travel measures. To secure the growth in the area, the Old Oak and Park Royal Development Corporation (OPDC) was created. They work with boroughs, residents, businesses, and partners such as TfL to shape the regeneration. In June 2022, the Old Oak Development Corporation adopted a Local Plan for the area. The plan details at a local level the significant improvements which will be made to active travel to support growth. TfL is currently working closely with OPDC officers to produce an updated Transport Study which will reflect the growth plans for the area set out in the Local Plan and consider what transport measures may be required as development proposals come forward. These measures will reflect the objectives of the Mayor’s Transport Strategy including targets for mode share, the Healthy Streets Approach and a Vision Zero approach to road safety. There will be liaison and consultation with surrounding boroughs and the OPDC Neighbourhood Forum as the Transport Study is developed. To provide additional transport capability and expertise within OPDC, an officer works there full-time on secondment from TfL. TfL officers also work closely with HS2 Limited who are developing the new station and transport interchange.
