I am hereby submitting a freedom of information request regarding the DLR - Lewisham Extension, a concession agreement which is due to be terminated in March 2021. I understand from publicly available documents (the December 2018 annual accounts for the SPV City Greenwich Lewisham Rail Link plc, attached) that the current project sponsor - 3i Group and the John Laing Infrastructure Fund - have admitted that "there is a risk that the infrastructure will not meet the hand-back criteria as set out in the Concession Agreement". I would like to know: - What is the reasoning behind this statement? - What actions does the authority intend to take in order minimise the risk of this happening. - Does the authority plan to carry out an assessment on the assets 18 months before the contract is terminated? I hereby request access to the original concession agreement document signed with the project's original sponsors, London Electricity, Mitsui & Co and Mowlem, in June 1996.
