I am requesting a copy of all bus service and network reviews undertaken since 2016 and a list of bus service and network reviews currently being undertaken, across London.

Our ref: FOI-0497-2122/GH Thank you for your request received by Transport for London (TfL) on 10 June 2021 asking for information about bus network reviews. Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require. Bus network reviews are published here: https://tfl.gov.uk/corporate/publications-and-reports/bus-network-development-papers and in the consultations area: https://consultations.tfl.gov.uk/consultation_finder/?keyword=buses All bus service changes that involve structural changes are consulted upon and the reviews are included as part of the consultation. Where there are only frequency changes we do not consult on those and so reviews are not published. There are a very large number of these – over the 5 year period you have requested these would be in the hundreds. Extracting and collating these would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004. Under section 12 of the FOI Act, we are not obliged to comply with requests if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. In this instance, we estimate that the time required to answer your request would exceed 18 hours which, at £25 per hour (the rate stipulated by the Regulations), exceeds the ‘appropriate limit’.
