Any information as exchanges with TfL and Hounslow Councilabout Healthy Streets in Feltham In particular any exchanges about the town centre and road bridge works. Any documents or exchanges about the new shared use cycle and walking Bridge over the railway line.

Thank you for clarifying your request asking for information about Healthy Streets in Feltham.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we do hold the information you require.

Please find attached collated project files and correspondence in relation to Feltham Town Centre. In relation to documents, we have provided plans of the cycle bridge and works plans, as they are linked to construction of the cycle bridge. Due to the size of the files they will be sent separately.

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by regulation 13 of the EIR. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

In accordance with the EIR, we are not obliged to supply the information you have requested as it is subject to statutory exemptions to the right of access to information, regulation 12(5)(a). In this instance the exemption has been applied to security details of the proposed site.

Whilst we make no suggestion that you would use this information for anything other than you own personal interest, disclosure of this information to you has to be regarded as a disclosure to ‘the public at large’. This information could potentially be obtained and utilised by individuals who may wish to use this information for nefarious activities. Disclosure of information could compromise security at the site and could place members of TfL staff and property at risk by detailing security arrangements.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, but in this instance the public interest in applying the exemption, in order to minimise risks to the welfare of staff and property, outweighs the public interest in disclosure.
