In 2015 Caroline Pidgeon asked a question regarding changes to minimum excess wait time (EWT) of the Mayor (GLA question 2015/4210)
In the answer the Mayor provided a table from TfL showing changes to minimum performance standards for 48 routes.
Can you provide information showing which of these changes were made at the same time as the awarding of a new contract and which were mid contract changes?
Can you also provide the previous minimum standards for these routes.

Thank you for your request received by Transport for London (TfL) on 17 May 2019 asking for information about Excess Wait Time (EWT) performance standard changes.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
Attached is a list of routes that changed minimum performance standards during year 2015. The list contains new and previous standards. The records predominantly reflect new contracts being placed where standards are checked and re-set at that point, or mid-contract changes where the nature of the route has materially changed and the standard needs to be reviewed to take account of these operational variations. In rare cases, EWT might be varied slightly when one monitoring system is superseded by another.
There are two measures used for bus reliability:
Excess Wait Time (EWT)
- Used for high frequency routes – where generally weekday frequencies are 5 or more buses an hour
- The minimum standard (as in the attached spreadsheet) is the maximum extra time passengers should wait over and above the scheduled wait time. For example for a 6 buses an hour service the scheduled wait time is 5 minutes so an EWT standard of 1.0 means they should wait no more than 6 minutes on average.
- We publish actual EWT by route to show if they are meeting the minimum standard
- Where decimals are shown these are proportions of a minute
On time
- Used for low frequency routes – 4 or fewer buses per hour
- The minimum standard is the % of buses that arrive on time – defined as buses arriving no more than 2.5 minutes before the timetabled arrival time and no more than 5 minutes later than the timetabled arrival time
Route N205 was substituted with route N285 as there was an error in the original list.
Routes 155, 159, 190 and 307 were added in as the original list was probably compiled before the changes to those routes occurred.
