I understand these vehicle have always been exempt from Congestion Charges. Indeed when I run my number plate in the Charge Checker of TFL it confirms that "NO Charges apply to this vehicle".
However I have now received a PCN. Looking at your website it mentions that a 100% discount can be achieved by registering the vehicle, but for a £10 annual charge.
Can you please specify when exactly did this registration and charge for these vehicles begin? How and when were the public notified? Is this a necessary legal requirement to register or isn't the vehicle by its very nature exempt without this new registration and charge?

The Congestion Charge is administered in line with the Scheme Order, which is the legal document that outlines how we must administer the scheme. A copy of the Order is available online at https://content.tfl.gov.uk/consolidated-cc-scheme-order.pdf
The Scheme Order Outlines that a motor tricycle which is one metre or less wide, and two metres or less long, may be eligible for a 100% discount. The discount is subject to registration with us and verification that the vehicle meets the requirements. This discount was introduced and publicised online in 2005 and hasn’t changed since it was first introduced.
There are no automatic exemptions from the charge for Piaggio MP3 HPE motor tricycles and there never has been.
