Thank you for your request received on 18 May 2023 asking for information about Congestion Charge penalty charge notices (PCNs).
Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. I can confirm that we do hold some of the information you require. On receipt of a PCN a motorist has a right to challenge it by submitting a representation to us. If the representation is accepted the penalty is cancelled and if rejected the penalty remains open and the motorist is granted a further right of appeal to an Independent Adjudicator at London Tribunals. Please see the table below which shows Congestion Charge PCNs issued, and representations submitted, for contraventions between 30/04/2020–30/04/2023 and between 30/04/2022–30/04/2023.

In respect of vehicles carrying out statutory duties the Congestion Charging scheme order, which outlines how we must run the scheme, does not define a statutory duty so we do not hold the information you requested.
There are a small number of exemptions from the Congestion Charge and these are detailed on our website at https://tfl.gov.uk/modes/driving/congestion-charge/discounts-and-exemptions. There are no exemptions for MPs, their staff or judges.
