Correspondence sent by MoL/TfL regarding ULEZ expansion

I have received correspondence from MoL/TFL , addressed to me personally, regarding the expansion of ULEZ. I live in the proposed expansion zone. I own and am the registered keeper of a car which will be non compliant. There is another car owner and registered keeper within my household who owns a compliant vehicle. They did not receive any correspondence regarding ULEZ. I have four questions which are related. 1) Was this targeted correspondence because I’m the owner of a non compliant vehicle? 2) DBS Datamarketing Ltd provided you with my details, are they providing MoL/TFL with details of non compliant vehicle owners within the proposed expansion zone? 3) Will all owners or registered keepers of non compliant vehicles be contacted in the same way I have? 4) From the data provided to you by DBS Datamarketing Ltd how many non compliant vehicles or their owners are there within the expansion zone?

Thank you for your request received by Transport for London (TfL) on 17th May 2023 asking for information about the ULEZ expansion.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 
 
I can confirm that we hold the information you require. Your questions are answered in turn below.

Question 1) Was this targeted correspondence because I’m the owner of a non compliant vehicle?
 
Answer: No. TfL carried out this mailing using third party commercially available open data of contactable people which included data from the Electoral Register, Land Registry and Companies House living in outer London. The data TfL purchased did not contain a record of vehicle ownership or compliance status. The purpose of this letter was to raise awareness of the forthcoming expansion of the Ultra Low Emission Zone and to provide  information about TfL’s vehicle scrappage scheme and other support available. The letter formed part of a wider information campaign which is part of TfL’s role to take all reasonable steps to make people aware.
 
Question 2) DBS Datamarketing Ltd provided you with my details, are they providing MoL/TFL with details of non compliant vehicle owners within the proposed expansion zone?
 
Answer: No - TfL did not receive any personal data from DBS Marketing Ltd for the purposes of the mailing. The mailing data  which came from commercially available open data, was supplied by DBS Marketing to a fulfilment company who printed and sent out the letters. The data did not contain information on vehicle ownership or compliance status.  
 
Question 3) Will all owners or registered keepers of non compliant vehicles be contacted in the same way I have?
 
Answer: No, owners of non-compliant vehicles will not be contacted using the DBS Datamarketing third party data. Separately, TfL are writing to the registered keepers of non-compliant vehicles owners whose vehicle is seen in the outer London area during specific time periods via the DVLA. The DVLA do not share registered keeper data with TfL or any third party for this purpose, and TfL does not know where these letters have been sent.
 
Question 4) From the data provided to you by DBS Datamarketing Ltd how many non compliant vehicles or their owners are there within the expansion zone?
 
Answer: The data TfL purchased did not contain information on vehicle ownership or compliance status.
