Hi TfL officer, I would like to request the daily (if possible, hourly) data of number of vehicles driving in the following three areas: Central London ULEZ, Inner London ULEZ, and Outer London ULEZ,
categorised by vehicle type (i.e., cars, vans, taxis, HGVs, Buses),
including
(a) number of unique vehicles detected in zone, and
(b) number of noncompliant vehicles.
The data is needed for the following periods and ULEZ areas:
(1) Data before 29 August 2023 to your earliest available date (at least to January 2022), in Outer London ULEZ
(2) Data from 29 August 2023 to your latest available date (at least one quarter later), in Outer London ULEZ
(3) Data before 25 October 2021 to your earliest available date, in Inner London ULEZ
(4) Data from 25 October 2021 to your latest available date, in Inner London ULEZ
(5) Data before 8 April 2019 to your earliest available date, in Centre London ULEZ
(6) Data from 8 April 2019 to your latest available date, in Centre London ULEZ
Therefore, the expected data should include the following five columns:
(1) Date, (2) Hour, (3) Vehicle type, (4) Number of unique vehicles, (5) Number of non-compliant vehicles.
Some of the daily statistics from the above data has been requested via FOI before(https://tfl.gov.uk/corporate/transparency/freedom-of-information/foi-request-detail?referenceId=FOI-4055-2324), but data with date before each stage of ULEZ expansion are not available in it.

Thank you for your request received by Transport for London (TfL) on 8 May 2024 asking for information about ULEZ.
Your request has been considered under the requirements of the Environmental Information Regulations (EIRs) and our information access policy. I can confirm that we do hold some of the information you require.
Please see the spreadsheets attached. Some commentary is provided also including: Only monthly data for CCZ hours in central ULEZ is available prior to April 2019. Daily data otherwise provided – we do not hold the hourly data for compliance as the scheme is not enforced this way. There is a gap in data for Londonwide during camera network transition between December 2022 and May 2024. Note that volumes cannot be compared prior to camera network changes.
