You asked
a) I would like to request for a copy of your protocol between your organisation and any other third party involved in either road works, pipelines installation or re-direction of motorist into the congestion zone for whatever reason.
b) This question is in relation to the representation and rejection notice in paragraph 3 stating that "you do not have a record of divertion for that day" (see the attached) [1]. What are the procedure(s) put in place in the event that the scenario in a) occurs outside the congestion charge zone such that motorist are forced to enter the congestion charge zone. How does your organisation deal with this category of road users in terms of charges and enforcement? Please provide me with the relevant copies of documentation.
c) Telephone conversation with member of staff at the TfL claimed that should there be an impending road work or diversion that notification are given by third parties within the congestion charge zone. However, no information has been provided about the processes for either road works or diversion activities outside the congestion charge zone. Please provide me with the process put in place
d) I have attach a copy of your representation available to the public that provides guidelines in the event of a contravention [2]. My question is given the scenario in a) and none of the boxes provided as acceptable reason(s) for contravention, how does your organization deal with this sort of scenario? Please provide me with necessary documentation.
e) What are the number of road users (statistics) that falls into similar category in a), whereby had to make a representation because of the options in the representation notice does not capture extenuating circumstances between Mar 31 2020 and 1 Apr 2021?
f) What happens to the funds paid towards congestion charge by motorist who ended up not entering into the congestion charge zone?
g) What is the congestion charge funds collected by TfL use for ?

Thank you for your revised request received by Transport for London (TfL) on 21 June 2021.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked:
a) I would like to request for a copy of your protocol between your organisation and any other third party involved in either road works, pipelines installation or re-direction of motorist into the congestion zone for whatever reason.
Without knowing the exact details and circumstances of the works alluded to, it’s difficult to comment. Bath Street falls under the responsibility of London Borough of Islington and is not on the TfL network. If the roadworks in question were not agreed by TfL, you should direct your question to the Borough as the highway and permitting authority.
There is no “protocol” or covering diversion into the congestion charge specifically. Planned works are assessed in advance on an individual basis. Immediate (Urgent/Emergency) works are dealt with in a more reactive way, where we are notified after works have started (and often after works have been completed), as per the London Permit Scheme (LoPS).

We don’t record the reason for the representation only the outcome.

All money received is put back into improving the transport system in London.

h) I would wish to request for copies of the receipt or prove of payment made by myself under the vehicle registration BG07WVR for the purpose of congestion charge between the period 1 Dec 2019 to 1 Jan 2021 as a data subject.
