There are two high-level cameras in the area of interest on the above Road.
One near the Catford Bus Garage:
(1) near the junction of Callander and Bromley Road (east side)
(2) near the junction of Bellingham and Bromley Road (west side)
Would you kindly confirm
[I] if the cameras point at any part of the Bromley Road footways opposite No.s 169-265.
These comprise three blocks of properties as follows:
(A) primarily private residences between Callander and Daneby Roads
(B) shopping parade between Daneby and Bellingham Roads
(C) shopping parade between Bellingham and (opposite for ease of reference) Orford Roads
[II] if these cameras are normally in a fixed position or are at any time changed with respect
to area covered?
[III] if there are any other cameras covering (or sometimes covering) the abovementioned
footway areas?
[IV] if footway areas are covered, how might applicants request a review of the footage
obtained (not necessarily the footage itself) to establish/evidence illegal footway crossing.
[V] whether the cameras have ever been utilised with respect to monitoring/recording illegal
footway crossing and whether or not this can be requested.

Thank you for your email of 13th May 2019 asking for information about traffic cameras on Bromley Road, SE6.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Your questions are answered in turn below:
There are two high-level cameras in the area of interest on the above Road. One near the Catford Bus Garage:
(1) near the junction of Callander and Bromley Road (east side)
(2) near the junction of Bellingham and Bromley Road (west side)

[I] if the cameras point at any part of the Bromley Road footways opposite No.s 169-265.
These comprise three blocks of properties as follows:
(A) primarily private residences between Callander and Daneby Roads
Answer: Camera Site 07/013816 Bromley Road / Callander Road is close to this location. This camera can be utilised to view in a 360 degree arc and has the ability to pan, tilt and zoom. The residences at this location are covered by a software setting that ensures that the camera cannot stop in a location where it can view into private residences (Non-Dwell Zone) and this is further protected by a blanking screen that appears when the camera is moving through the area of the private residence buildings. This also applies to camera 07/013817.
(B) shopping parade between Daneby and Bellingham Roads
Answer: Camera 07/013817 (referenced above) Bromley Road / Bellingham Road can view this area.
(C) shopping parade between Bellingham and (opposite for ease of reference) Orford Roads
Answer: Camera 07/013817 Bromley Road / Bellingham Road can view this area.
[II] if these cameras are normally in a fixed position or are at any time changed with respect to area covered?
Answer: The cameras have set positions and are reverted to the ‘HOME’ position which covers the carriageways in the area to manage the traffic.
[III] if there are any other cameras covering (or sometimes covering) the abovementioned footway areas?
Answer: There are no other CCTV cameras in this location that are TFL assets. There is another CCTV camera situated north of Bromley Road / Newquay Road junction. In this area there is a Bus Lane Enforcement camera and Safety Camera associated with the traffic signalling site at Bellingham Road / Bromley Road and Down Road. These are for Red light and speed enforcement.
[IV] if footway areas are covered, how might applicants request a review of the footage obtained (not necessarily the footage itself) to establish/evidence illegal footway crossing.
Answer: TfL does not have the power to enforce vehicles driving over the footway and would not record or monitor this behaviour. Generally speaking in regards to footage captured by CCTV cameras, if the footage in question has been taken by a camera owned by a public authority (e.g, a local authority; the police; TfL) then it can be requested under the Freedom of Information Act. However, whether or not the information is released would depend on a number of factors – not least, whether it is still held for the period in question, and whether any statutory exemptions apply (which would depend on exactly what is requested and what the material shows – such requests are handled on a case by case basis in accordance with the requirements of the FOI Act).
[V] whether the cameras have ever been utilised with respect to monitoring/recording illegal footway crossing and whether or not this can be requested.
Answer: TfL does not have the power to enforce vehicles driving over the footway and would not record or monitor this behaviour. However, if a vehicle was seen to be parked on the footway, a Penalty Charge Notice could be issued. If footway parking is observed, this can be reported to TfL Customer Services, and this intelligence will be forwarded to CCTV compliance officers, to enforce as appropriate.
