Thank you for your request received on 17 May 2023 asking for a copy of the report by the Society of Motor Manufacturers and Traders (SMMT) in relation to the Ultra Low Emission Zone (ULEZ) expansion.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations (EIR) and our information access policy.
TfL did not commission a report from the SMMT. TfL does purchase data from SMMT on the numbers of vehicles registered to addresses within the GLA area.
The SMMT vehicle ownership data is exempt from disclosure under regulation 12(5(d) of the EIRs because disclosure would adversely affect the confidentiality of commercial information supplied to us by the SMMT. This exception is subject to a public interest test. We recognise the inherent public interest in transparency by public authorities but in this case consider that there is a greater public interest in preserving the confidentiality obligations which apply to this information and reflect its commercial value to the SMMT.
