I would like to know the exact location of the ULEZ camera titled as : U438 41 0454. On/Off slip high road I am requesting this as I do not believe I was in the charging zone that day. The reason for my delay is my partners father died and I have been away from home for the last 2 weeks.

Thank you for your request received by Transport for London (TfL) on 13th May 2023 asking for information about the location of a ULEZ camera.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Specifically you asked:

I would like to know the exact location of the ULEZ camera titled as :

U438 41 0454. On/Off slip high road

I am requesting this as I do not believe I was in the charging zone that day.

In regard to your specific question about the location of the camera, I am afraid that this information is exempt from disclosure under Section 31(1)(a) of the Freedom of Information Act,  which relates to the prevention and detection of crime. In this instance the exemption applies as our infrastructure has been subjected to instances of vandalism and other criminal activity and we consider that disclosure of further information on this subject could lead to an increase in such criminal activity.

This is a “qualified” exemption, meaning its use is subject to an assessment of the ‘Public Interest Test’, to determine whether the greater public interest rests in withholding or disclosing the information. We recognise the need for openness and transparency by public authorities, and the fact that you have requested the information is in itself an argument in favour of release.  However, replies under the FOI Act are considered as disclosures to the public at large rather than the individual applicant. Whilst we make no suggestion that your request is not made in good faith, given the concerns we have outlined above, we believe that the greater public interest rests in withholding the information,  to help protect the security and operations of our road network infrastructure as well as to prevent the unnecessary spending of public money.  All of the information the public require to comply with the ULEZ scheme - including a map and postcode checker - can be found on our website here:
