I wish to make a Freedom of Information request for information relating to the A243 Kingston Road, Leatherhead KT22 ODP. I believe that you are the relevant Highway Authority. Please could you provide me with the following information relating to the A243 Kingston Road, Leatherhead KT22 ODP: 1. Please confirm how frequently you carry out inspections of the carriageway? 2. Please provide me with the inspection, repair, complaint and maintenance records and any section 81 notices for the period between January 2021 and the present date. 3. Please provide me with a copy of the winter maintenance policy in affect as at 1 January 2022. 4. Please provide me with a copy of the gritting records for January 2022.

Thank you for your request received by us on 24 May 2022 asking for information about the A243 Leatherhead Road.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked:
 
  1. Please confirm how frequently you carry out inspections of the carriageway?

We carry out inspections of the carriageway on a monthly basis.
 
  1. Please provide me with the inspection, repair, complaint and maintenance records and any section 81 notices for the period between January 2021 and the present date.

Please find the attached maintenance records titled “Maldon Rushett” and “Symology Records – Leatherhead Road”, for the location and time period in question.
 
  1. Please provide me with a copy of the winter maintenance policy in affect as at 1 January 2022.

TfL as Highway Authority is duty bound to provide a winter maintenance service which, as far as practicable, allows for the safe movement of all users of the TfL road network (TLRN) and keep delays and accidents caused by adverse weather to a minimum. The TLRN, including carriageway and areas of footway which are to be treated relative to their importance in the highway hierarchy and the prevailing weather conditions, so as to inhibit the formation of ice and to facilitate the removal of snow.
 
  1. Please provide me with a copy of the gritting records for January 2022.

Please find the attached treatment decision records for the location and time period in question. 

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed from these records, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
