F/O from 2399-1819 I have more questions about standards which you send me. I appreciate if you could answer below. - Platform width Q1:Around the stairs of island platform, I think from examples of Japan as follows. - The place where the stairs are located has a narrow platform. - The platform at the back of the stairs has relatively few passengers compared to the front side of the stairs. How do LU estimate platform width where including stairs in island platforms? Is the estimated value smaller than the value estimated by the general block? Are there any special rules for near the stairs? - Target LOS Q2: I understand that this guidance aims to provide comfortable station space and to make the passenger flow comfortable. And I believe that the target LOS in this guidance has a margin to provide comfortable station. Could you tell me how you set target LOS and quantitative measures, and why do you take Fruin’s LOS? (for platform, passageways, stairs) Q3: Among the stations that have recently been upgraded or built, are there any stations that could not be designed with the target LOS? Q4: Could you tell me the station designed by this guidance? Also, could you give me a document with specific input and output values at the station actually designed in this guidance? Thank you for your request received by Transport for London (TfL) on 24 April 2019 asking for information about our London Underground Station Planning Standards.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.  Please see our answers to your questions as below.  We have also attached our new Station Capacity Standards document.  

-Platform Width

Q1:

How do LU estimate platform width where including stairs in island platforms? Please see section 3.7.7.1 in the attached document -  Island platform widths shall be calculated by treating them as two separate platforms and adding the two widths together.

Is the estimated value smaller than the value estimated by the general block? We are not clear what you refer to here. Please see the attached document which should answer your questions.

Are there any special rules for near the stairs? No, but stairways and escalators feeding directly onto a platform shall be aligned along the length of the platform, i.e. parallel with the tracks.

Q2:

I understand that this guidance aims to provide comfortable station space and to make the passenger flow comfortable. And I believe that the target LOS in this guidance has a margin to provide comfortable station.Could you tell me how you set target LOS and quantitative measures, and why do you take Fruin’s LOS?

The Fruin Levels of Service are a well established and extensively used as measure that enables us to balance passenger crowding/comfort, safety, efficiency of their journey and costs of building additional capacity. The standard sets out the equations we use to assess how each aspect of the station design meets current and forecast passenger demands.

Q3:

Among the stations that have recently been upgraded or built, are there any stations that could not be designed with the target LOS?

Yes.

Q4:

Could you tell me the station designed by this guidance? The attached document is a standard as opposed to a guidance.  The two new Northern Line Extensions are probably closest to full compliance with the standard.

                                                              

Also, could you give me a document with specific input and output values at the station actually designed in this guidance? We are not clear what you refer to here. Please see the attached document which should answer your questions.

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act.
