Request ID: FOI-0386-2223 Date published: 14 June 2022
You asked
I'd like to see the risk assessment that was undertaken to assess the risk of carrying a folding bike down escalators to the platforms on the underground, I would also like to know who is responsible for this risk assessment.
For background information, I am a keen cyclist and also regularly take my Brompton Folding Bike on the train. I have been doing this for nearly 10 years. I feel there is much less risk carrying the bike unfolded to the platforms and folding it there. However I am constantly told off by TFL staff for doing this.

Thank you for your request received by Transport for London (TfL) on 18 May 2022 asking for information about a risk assessment around taking folding bikes on escalators.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. You asked: I'd like to see the risk assessment that was undertaken to assess the risk of carrying a folding bike down escalators to the platforms on the underground, I would also like to know who is responsible for this risk assessment.
We do not hold a specific risk assessment for bicycles on the Tube. The rules/guidance set out in our Conditions of Carriage don’t need to be supported by risk assessments or formal policy or laws behind them. They are a description of things you must, and mustn’t, do when using our systems, as well as some supporting detail about tickets, fares etc which acts to support information on the website. Our Conditions of Carriage is available here: https://content.tfl.gov.uk/tfl-conditions-of-carriage.pdf.
Please see the attached information sheet for details of your right to appeal. Yours sincerely
