You asked

I am writing to request information in relation to the DLR Lewisham PFI project. For each of the three past financial years (i.e. 2013/14, 2014/15 and 2015/16), please could you provide a breakdown of the components that made up the payments under this contract. In addition, for each of those financial years, please could you provide an itemised list of any charges incurred under the contract over and above the fixed components of the Unitary Charge Payments. For each item in the list, please include the following information: - description of the goods or services rendered - date - quantity if applicable - amount of charge incurred - any other available details. Finally, have you ever had any legal disputes with the PFI provider over charges or other issues and if so - what was the result of those proceedings - including any legal fees/settlements paid?

We answered

Dear Mr Wills

Our ref: FOI-0381-1718/GH

Thank you for your request received by Transport for London (TfL) on 19 May 2017 asking for information about DLR Lewisham PFI project. I am sorry for the delay in replying.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

Please see the attached spreadsheet ‘CGLR Payments’ showing the payments made under this contract during each period for 2013/14, 2014/15 & 2015/16. These payments were made to City Greenwich Lewisham Rail Link PLC in relation to the concession agreement dated 1 October 1996. We do not hold a further breakdown for the payments shown as they are not split out any further than the calculated payment each period.

In addition, I have attached the payments that were made outside of the Unitary Charge payments which were in line with the concession agreement.

There have been no legal disputes with CGLR.

If this is not the information you are looking for, or if you are unable to access it for some reason, please do not hesitate to contact me.

If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.

Yours sincerely

Graham Hurt
