In Agenda Item 13, section 4.3 (a) of the papers found here: content.tfl.gov.uk/pic-20191023-agenda-and-papers-public.pdf, it states: "Traffic modelling has been undertaken and we have assessed the impact on the ULEX boundary. Evaluation of appropriate mitigations to address these impacts e.g. signal timings or highway amendments has commenced." For the removal of doubt the papers in question are the papers released by the TfL Programmes and Investment Committee for the 23 October 2019 meeting. Can you please provide the traffic modelling/assessment mentioned above and also the subsequent evaluation of the mitigation measures? If one of these documents cannot be provided, I would be satisfied with only one of them. Also, if for commercial reasons certain sections of the reports will have to be excluded, I would be happy to receive redacted versions that exclude any commercial details.

Thank you for your request received by Transport for London (TfL) on 6th June 2020 asking for information about traffic modelling in connection with the extension of the ULEZ scheme.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

Specifically you asked:

I can confirm that we hold the information you require.

TfL has undertaken a detailed traffic modelling assessment to assess what the potential traffic displacement impacts of ULEZ Expansion might be on the boundary roads and those roads within a 2km buffer of it. Please find attached the full report and the executive summary. The full report requires a level of technical understanding, so the executive summary has been provided to help with interpretation.
