Thank you for your request received by us on 16 May and following clarification,18 May 2022 asking for information about Penalty Charge Notices (PCNs) in relation to the Great Cambridge Road/Bullsmoor Lane box junction.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. You asked for the following:
Great Cambridge Road/Bullsmoor lane box junction successful PCN appeals How many successful appeals have there been against PCNs for entering the box junction based on the box junction being poorly designed (stopping within junction did not stop the flow of traffic) I would like you to provide the information from the period 1 Jan 2017 to 30 April 2022.
If you receive a PCN you believe to have been wrongly or unfairly issued, you have the right to challenge it by making a representation to us as instructed on the PCN itself. If the representation is accepted, the penalty is cancelled. If we reject the representation, the motorist has a further right of appeal to an Independent Adjudicator at London Tribunals. If the appeal is refused the penalty remains open, if it is allowed, the penalty is cancelled.
We do not hold the information requested, as ‘entering the box junction based on the box junction being poorly designed (stopping within junction did not stop the flow of traffic’ is not a valid reason for a representation which may then be appealed on rejection.
However, we can advise that the box junction complies with the Traffic Signs Regulations and General Directions (TSRGD) legislation.
