Our ref: FOI-0348-2425
Thank you for your request received by Transport for London (TfL) on 29 April 2024 asking for information about bike hangers.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.
I can confirm that we do hold the information you require. You asked:
TfL is subsidising bike hangers accross London.
TfL provides funding to London boroughs to procure and install new residential cycle parking hangars annually through its Healthy Streets Programme. This is complemented by borough’s own capital and other third party funding. TfL does not subsidise in any way the on-going operational or maintenance costs of cycle hangars.
How many hangers has it subsidised and how many hangers are planned.
From financial year 2019/20 to financial year 2023/24, TfL funded the delivery and installation of approximately 1,260 new cycle hangars. This is based on information provided by London boroughs. For financial year 2024/25, TfL has allocated funding to London boroughs to install a further 335 cycle hangars (exact number tbc).
Between 2022 and 2030, TfL is committed to support the delivery of the equivalent of 7,000 new cycle hangars (i.e. 42,000 new secure residential cycle parking spaces). This includes cycle hangars funded directly by boroughs.
What has been spent each year, since 2018.
TfL started funding cycle hangars in 2019/20 through a new cycle parking budget launched to support the delivery of the Cycle Parking Implementation Plan. Over the course of 2019/20, approximately £3.5m was spent by TfL on cycle parking. However, this was not limited to cycle hangars and included funding for cycle parking in schools, stations or on-street. We do not hold records of the cost breakdown by cycle parking type. Approximately 600 cycle hangars were funded that year.
• In 2020/21, the cycle parking budget was £1.13m. It supported the delivery of 89 cycle hangars (amongst other types of cycle parking).
• In 2021/22, the cycle parking budget was £0.15m and supported the delivery of 25 cycle hangars.
• In 2022/23, the cycle parking budget was £1m and supported the delivery of 148 cycle hangars.
• In 2023/24, the cycle parking budget was £2.8m (including £1.6m supplementary fund from the Greater London Authority managed by TfL) and supported the delivery of over 400 cycle hangars (final delivery number pending as boroughs report on last year’s delivery).
• In 2024/25, TfL allocated £2.1m to London boroughs to support the delivery of approximately 335 cycle hangars (final delivery numbers will be known in summer 2025).
Some London boroughs would also have used Local Implementation Plan funding to deliver cycle parking. However, we do not hold records on the number of cycle hangars funded via Local Implementation Plan funding.
How much does each hanger cost ?
Based on London boroughs’ submissions for funding, the average cost for the planning, design, consultation, supply and installation of a cycle hangar is approximately £6,000 per unit, although this will vary by borough.
Which hanger companies are used ?
London boroughs select their own suppliers for the installation of cycle hangars. The main suppliers are Cyclehoop, Lock-It Safe, Falco and Grease Monkey Cycles.
