TfL Ref: FOI-0346-2122

Thank you for your request received by Transport for London (TfL) on 19th May 2021 asking for information about our redeployment process.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

I can confirm that we hold the information you require. Your questions are answered in turn below:

Question 1. How many staffs members were in your redeployment in the years 2017, 2018, 2019, 2020 and 2021 thus far? Of this number how many were for redundancy and how many were medical redeployment?

Data on redeployees was only captured on SAP (our central HR reporting system) from 2019 onwards. The below table details the number different people that were in redeployment between January 1st and December 31st each year for 2019, 2020 and so far in 2021. To note, employees can appear in the headcount of multiple years depending on their length of time in redeployment (which is quite often extended due to secondments).

Year 2019 2020 2021
Medical 87 90 58
Org Change 72 72 32
Total 159 162 90

Question 2. How many staff of the 2017, 2018, 2019, 2020 and 2021 thus far facing redundancy stayed in redeployment longer than 13 weeks. The amount in percentage is acceptable. Please list the percentage who were in redeployment for 6 months, 9 months, 12 months , 18 months and longer.

And;

Question 3. How many staff of the 2017, 2018, 2019, 2020 and 2021 thus far facing medical redeployment stayed in redeployment longer than 13 weeks. The amount in percentage is acceptable. Please list the percentage who stayed in medical redeployment for 6 months, 9 months, 12 months, 18 months and longer.

The numbers in the table below show the percentage of those that have been in redeployment longer than 13 weeks. As with question 1, the same person may be counted in multiple years depending on their length of time in redeployment.

9-11 Months 8.05% 5.56% 5.17%
12-17 Months 6.90% 13.33% 15.52%

Org Change

6-8 Months 8.33% 4.17% 0.00%
9-11 Months 23.61% 11.11% 0.00%
12-17 Months 19.44% 19.44% 31.25%
18 Months and Above 30.56% 30.56% 40.63%

Question 4. How much funding is offered to staff at risk or redundancy and medical redeployment to retrain for a new job?

Employees displaced under organisational change currently have an offer of outplacement support available to them (under one of our change policies). For staff under this policy in Bands 1-3 this is £1,500 and for Bands 4 and 5 this is £5,000.  Staff displaced under our other Change policy are entitled to in house outplacement support.  Medical Redeployees are also offered internal support throughout their Redeployment period.  Internal Learning, Development and Training is not ‘charged’ to individual business areas so there is financial figure to be able to disclose.

Question 5. What percentage of staff in redeployment facing redundancy or medical redeployment, for the above mentioned years, were allowed to take up secondments?

The below table shows the percentage of people who started a secondment in each year. If somebody started a secondment in 2018 that didn’t end until 2019 they will not be included.  If anyone went on two separate secondments during the same year they have only been counted once.

Year % who started a secondment
2019 22.64%
2020 14.20%
2021 12.22%
