You asked

I am looking for information regarding your Congestion Charges. Do you currently use a debt collection agency or Solicitor? If so, who is doing this currently and when does the contract run out? If so was this decided by a tender process or did you simply engage them? If there was a tender process are you able to advise when this is being reviewed next? We are a Debt Collection Agency and recently was awarded Debt Collection Agency of the Year 2020 at the British Credit Awards. We are keen to discuss our services with you and your colleagues.

Thank you for your request received by Transport for London (TfL) on 5 June 2020 asking for information about Congestion Charging.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

Do you currently use a debt collection agency or Solicitor? If so, who is doing this currently and when does the contract run out?

TfL has recently appointed three Enforcement Agents, JBW, Marston Group and Bristow and Suitor. These contracts were appointed on 1 May 2020 and the duration is five years with the option to extend of up to a further five years.

If so was this decided by a tender process or did you simply engage them? If there was a tender process are you able to advise when this is being reviewed next?

The contract was placed on the Official Journal of the European Union (OJEU) portal website and followed a strict competitive process with a Market Sounding Questionnaire (MSQ) first, followed by a Selection Questionnaire (SQ) and then an invitation to tender (ITT). TfL will not be able to advise on when the re-let of the Debt Management and Enforcement contract will take place, this will be dependent on whether TfL decides to exercise its rights to extend the contracts.


We are a Debt Collection Agency and recently was awarded Debt Collection Agency of the Year 2020 at the British Credit Awards. We are keen to discuss our services with you and your colleagues.
