We answered

Our ref: FOI-0336-1718/GH

Thank you for your request received by Transport for London (TfL) on 16 May 2017 asking for information about employees with second jobs.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

  1. Do TFL employees have to declare an outside business interest and obtain written permission to run a business venture outside work

If employees have a second job they need to declare it to their Line Manager to ensure there is no impact to the duties and responsibilities held at TfL and also there is no conflict of interest between the job outside of TfL and TfL as the organisation. This is written into the TfL and LU contract of employment:

    TfL

    22        Outside employment

You must not engage in any other business activity, or hold any other appointment that adversely affects your working day or conflicts in any way with your duties and responsibilities.  There are limited exceptions to this in relation to time off for public duties, trade union activities and service with non-regular forces.  These exceptions are referred to in the Code of Conduct policy a copy of which is available from your local human resources office.

    23        Conflict of Interest

You must inform your manager in writing if you have any personal interest that might affect, or could be seen by others to affect, your impartiality in dealing with customers, suppliers, contractors or members of the public or in discharging the responsibilities of your role.  Further details are set out in the Business Ethics policy a copy of which is available from your local human resources office.

    EMPLOYMENT

Your employment is a full-time occupation. You must not engage in any employment outside LUL without the prior written consent of your Employing Manager.

  2.  If they do, how many employees were given written permission to run an additional business in 2015 and 2016?

There are no central records held on this. If an employee has a second job they will declare this to their manager locally. Therefore the only way to find this information would be to contact every line manager in the organisation to find out what information they hold locally on whether an employee has a second job.

3.    Are employees able to have second jobs when working nightshifts?

There is no specific policy on whether employees are able to have second jobs when working nightshifts. As per our answer to question 1 above, if an employee has a second job outside of TfL they need to declare it to their line manager to ensure there is no impact to the duties and responsibilities held at TfL and also there is no conflict of interest.
