The purpose of this new request is to ascertain whether existing contracts have continued or any new contracts have been entered into since the period covered by the response to this previous request, which was published on 9 January 2018.

Thank you for your request received on 30 April 2019 asking for information about Panthea. I apologise for the delay in my response.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require.

TfL has utilised the services of Panthea since 2010 to provide part time advice and guidance to develop and assist the TfL senior leadership team in modernising our organisational structure, processes, operations and customer service as part of delivering a range of improvements to transport services and major financial savings programmes. Between January 2018 and March 2019 there have been no new commissions raised and all previous commissions have now been completed.

TfL commenced a competitive tendering process in December 2018 for the provision of these and other services, including the development and support of the Executive team, going forward. This competitive procurement resulted in multiple service providers securing a place on a new zero-value framework, for a term of up to three years. The outcome of the competitive procurement was announced to successful service providers on 1 March 2019.

One of these service providers is Panthea. Using the new framework, TfL has commissioned services from Panthea on a part time basis for a period of 6 months commencing on 29 April 2019 at a reduced value of £65,250.

The outcome of this work is to support delivery of TfL’s objectives, covering safety, operations, customers, people and finances.
