Dear Transport for London, On the night of Thursday 28th May and into the early hours of 29th May a contractor was working on the A41 close to the junction with Woodville Road. I would like to know the following: 1. Who was the contractor undertaking the works? 2. What was the nature of the works? Were they planned or emergency? 3. Who made the decisions as to the scheduling/timing of the works? 4. What were the considerations when deciding to schedule the work at night? 5. How many lanes was it necessary to close to carry out the works? 6. What work was undertaken to assess the noise impact on local residents? 7. In making the decision to schedule the work at night time, what consideration was given to the impact that this would have on local residents? 8. What work was done to mitigate the noise impact on local residents?

Thank you for your request received by Transport for London (TfL) on 1 June 2020 asking for information about night road works on the A41.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

Transport for London Contractors were carrying out block closures for multiple defects on the network. The block closures are carried out once a month, this is planned maintenance works for cyclical routine maintenance works in both directions on Brent Cross Flyover with road closures and diversions in place, they are working to a tight window and if there are any complications with the road surface they have to continue with the breaking out of all the defective areas, unfortunately this is the nature of carriageway repair works. Due to the location of the works we are unable to permit these works to be carried out during the day as they require a lane closure and the impact on the network is too great.

ConwayAecom

  1. What was the nature of the works? Were they planned or emergency?

These were planned works. The works that were carried out within the block closure were ConwayAecom’s Cyclical Activities. This closure was booked months in advance.

  1. Who made the decisions as to the scheduling/timing of the works?

This work is part of a block closure programme agreed by management at the start of their contract

  1. What were the considerations when deciding to schedule the work at night?

To carry out carriageway works or cyclical activities during the day would cause major disruption to the network.

  1. How many lanes was it necessary to close to carry out the works?

Full closure was necessary as it is a two lane section and so work would not have be able to be carried out efficiently if it was done under single lane closures

  1. What work was undertaken to assess the noise impact on local residents?

Working within the noise abatement act requirements and at level below 80 decibels

  1. In making the decision to schedule the work at night time, what consideration was given to the impact that this would have on local residents?

Reduced traffic disruption during the day when traffic volumes are higher with diversion put in place for night traffic

  1. What work was done to mitigate the noise impact on local residents?

Carry out of less noisy work/equipment use before 23:00 so as to keeping disturbance at a minimum during the later hours.
