I’m seeking the following information under the Freedom of Information Act 2000. The data I would like to request covers penalty charge notices (PCNs) for the Congestion Charge and the Ultra Low Emission Zone.
My request is based on the issue of car cloning – where criminals use another vehicle’s identity/registration plate to disguise the identity of their own.
1) How many PCNs were issued to drivers by TfL for failing to pay the Congestion Charge for the following timeframes:
1 March 2022 to 31 March 2022
1 April 2022 to present (if available)
2) How many of the PCNs issued to drivers by TfL for failing to pay the Congestion Charge were cancelled by TfL on the grounds the vehicle was cloned? Please could you give figures for the following timeframes:
1 March 2022 to 31 March 2022
1 April 2022 to present (if available)
3) How many PCNs were issued to drivers by TfL for failing to pay the Ultra Low Emission Zone charge? Please could you give figures for the following timeframes:

Thank you for your request received by Transport for London (TfL) on 11 May 2022 asking for information about the Congestion Charge and the Ultra Low Emission Zone.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
Following a recent review of our data we have identified that the cancellation reason for a small number of PCNs have been recorded in error. This has meant that some penalties recorded as being cancelled as ‘cloned vehicle’ were actually cancelled for other reasons and therefore may be subject to further amendments
