Thank you for your request received on 4 May 2018 asking for information about penalty charge notices (PCNs) issued for the yellow box junction on Catford Road and the London Borough of Lewisham.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:
1. How many contraventions of this regulation were recorded in the Borough of Lewisham as a whole, ie PCNs issued
TfL is responsible for enforcement of the red route network. When we issue a PCN for a traffic contravention on the red route, there is no requirement for us to record the name of the borough in which the contravention took place. We therefore do not hold this information.
2. How many PCNs were issued for this particular junction
3. How much revenue was generated by 1 and 2 in the years 2016, 2017 for the borough as a whole, and for this particular junction
As explained above, there is no requirement for us to record PCNs issued by borough. We therefore do not hold any information about the value of payments received for PCNs issued in Lewisham.
In 2016 we issued 37 PCNs to vehicles who were observed entering and stopping in the box junction when prohibited on Catford Road junction with Rushey Green (Northbound); the value of payments received for these PCNs was £2405.
In 2017 we issued 10 PCNs to vehicles who were observed entering and stopping in the box junction when prohibited on Catford Road junction with Rushey Green (Northbound); the value of payments received for these PCNs was £715.
4. The total number of traffic cameras siled at yellow box junctions in the borough of Lewisham
We operate a network of more than 900 CCTV enforcement cameras across the red routes. Information about how we use our CCTV camera enforcement system is available on the Red Routes pages on our website at: https://tfl.gov.uk/corporate/publications-and-reports/red-routes. We do not record the type or number of PCNs issued using a specific camera. Our records show that we have installed 31 red route enforcement cameras at locations within the London Borough of Lewisham, however as explained on our website, all of our CCTV cameras can be used to enforce any type of red route contravention in the local area.
5. is the performance of these cameras audited and how frequently
Our CCTV cameras have periodic inspections which we carry out twice a year.
6. How does the camera distinguish between a static car and a car passing through
We manually operate our cameras and each camera is available for use 24 hours a day.
