We answered

TfL Ref: FOI-0286-1718

Thank you for your request received by Transport for London (TfL) on 9 May 2017 asking for information about a CityMapper bus.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.

Citymapper have not applied to run any bus routes under London Service Permits (LSPs). However, Impact Group Ltd, operating on behalf of Citymapper, have applied to operate two routes, CM1 and CM2. Full details of the proposed routes are in the public domain and can be accessed here: http://content.tfl.gov.uk/lsp-bulletin.pdf

The application for route CM1 has been refused, and the application for route CM2 is still being considered. The reasons for refusing the route CM1 application were as follows:

  • The proposed service would operate in a congested area which is well served by existing public transport, walking and cycling options and where there have been efforts to reduce congestion including by limiting the frequencies of TfL’s own bus services to accommodate the major road scheme at Bank junction.

  • The proposed service would cause delay and inconvenience to other road users in London including pedestrians and cyclists as a consequence of the proposed service’s impact on congestion.

  • The proposed service is likely to cause confusion to passengers by the service’s use of a ticketing regime which is similar to TfL’s in terms of fare levels and payment methods but will not count towards the calculation of a passenger’s daily fare cap.

  • The grant of the London Service Permit for a service which relies on demand responsive technology is premature in light of the proposed review of the Mayoral Guidance to address the issues such technology raises. Any proposed changes will be subject to a formal public consultation – likely in the autumn. The current version of the mayoral guidance can be found here: http://content.tfl.gov.uk/lsp-guidance-document.pdf
