Thank you for your request received by Transport for London (TfL) on 18 April 2019 asking for information about LED street lights.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked for:
Number of LED street lights complaints since Jan 2018
We have located five complaints relating to LED lights, using a keyword search ‘LED’. However, please note that we have no way to tell if a lighting fault was related to an LED light unless the customer specifically mentions it.

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
How many LED lights have failed since Jan 2018
We measure faults on our LED lighting systems by collecting all of the data using a Central Management System for street lighting. The faults recorded include surges in communications and power which are automatically restored and it does not necessarily mean there has been any failure with the LEDs, just that the system is based on warnings to alert and then automatically repair any faults. The vast majority of these faults would not be obvious to people on the street. The system tracks faults on a daily basis and records by utilising an online access portal with a key supplier.
Our fault reports include the following:
- Ballast timeout.
- Trunk failed to communicate with brand node.
- Device shut down loading LED string.
- Node UHF communication failed.
- Ballast thermal trip shutdown.
- Node time reset.
- Running thermal reduction.
Below is a graph which shows the data collection from the period 1 April 2018 to March 31 2019.

We have no record of any luminaries falling from columns during this period.
