Freedom of Information request - Road Safety Audit for the A10

Request ID: FOI-0278-2021
Date published: 11 June 2020

You asked

Dear Transport for London, Two years ago we requested details on the road safety audit for the A10, with a view to understanding what TFL knows about the much higher rate of accidents and deaths on the 30MPH stretch of the residential Manse/Evering Roads (while the adjacent roads run by Hackney Council are all 20MPH and have much lower accident rates). The original request is here. We were promised updates in the Autumn of 2018. What is the status? https://www.whatdotheyknow.com/request/road_safety_audit_for_the_a10

We answered

Our ref: FOI-0278-2021/GH

Thank you for your request received by Transport for London (TfL) on 24 May 2020 asking for information about the Road Safety Audit for the A10 Stoke Newington Gyratory proposals.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

Please find attached the RSA Stage 1 audit with designer and client responses dated 10.10.2018 on the feasibility design (this was prior to a public consultation exercise that ran from 19.10.2018 to 30.11.2018). A further RSA Stage 1 was undertaken following the consultation also on the feasibility design dated 12.08.2019 and this is also attached.

We have yet to commence concept design for this scheme, but it will be very similar to the feasibility design.

Prior to implementation we will undertake a Stage 2 Road Safety Audit on the detailed design prior to taking a decision on whether to proceed with implementation, and following implementation we would undertake a Stage 3 Road Safety Audit on the as-built layout.

Our finances have been severely affected by the coronavirus pandemic. The progress for all schemes at present are dependent on our overall funding position, and negotiations with Government over further interim financial support, as any recovery of public transport revenue (to fund schemes) is subject to significant uncertainty. Therefore the progress of this scheme will depend upon approvals and available funding and at present we cannot give a robust timescale.

If this is not the information you are looking for, or if you are unable to access it for some reason, please do not hesitate to contact me.

Please note, the Government has announced a series of measures to tackle the coronavirus. It is essential for London, that we continue to provide a safe transport network for essential journeys.

In current circumstances, we are not able to answer FOI requests readily and we ask that you please do not make a request to us at present.

Answering FOI requests will require the use of limited resources and the attention of staff who could be supporting other essential activity. In any event, please note that our response time will be affected by the current situation.

If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.

Yours sincerely
