Follow-up to FOI-2818-2122: Thank you for your response. I have some follow up questions:- 1) What analysis and/or census was conducted before going ahead with this project? 2) Was the disruption to motor traffic assessed and considered to - the inability of traffic to turn left out of Prescott Street - traffic choosing to turn right into Ailie Street and then right onto Leman Street to get onto the Highway The traffic in Mansell Street itself 3) How many bids were submitted and what was the scheduled completion date vs. the actual completion date ? 4) If the project was late, were any financial penalties imposed ? 5) What was the estimated number of cyclists expected to use the lane? I ask this question since cylsist are not using teh lane but the main traffic lane

Thank you for your request received by Transport for London (TfL) on 5th May 2022 asking for information about the cycle lane on Mansell Street.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

Your questions are answered below:
Question 1) What analysis and/or census was conducted before going ahead with this project?
Answer: TfL used data from the Strategic Cycling Analysis carried out in 2017. This data aided us in identifying future cycling demand in London. The data analysis on Mansell Street is based on classified traffic data from February 2017 and real time journey times. Reported road casualty data provided by the Police was also analysed for a 60-month period to June 2021. This helped us identify road safety issues and locations for new safety measures.
Question 2) Was the disruption to motor traffic assessed and considered to
- the inability of traffic to turn left out of Prescott Street
- traffic choosing to turn right into Ailie Street and then right onto Leman Street to get onto the Highway
- The traffic in Mansell Street itself
Answer: Our proposals contained no permanent changes to the left out of Prescott Street and right turn into Allie Street. These movements are still permissible for all general traffic through Mansell Street. Therefore post-construction disruption to general traffic is kept to a minimum.
Question 3) How many bids were submitted and what was the scheduled completion date vs. the actual completion date?
Answer: No bids were received for this specific work as it was carried out under TfL’s Surface Transport Infrastructure Contract (STIC) framework. Eurovia and two other contractors bid for, and were awarded, the STIC framework in 2021. From this framework individual projects are allocated to the three contractors based on geographical area. This was the first project delivered by Eurovia under the framework. Once the construction package was instructed, scheduled completion was for April 2022 and actual completion was in April 2022 (the route was opened in full on 26th April 2022).
Question 4) If the project was late, were any financial penalties imposed?
Answer: The project was not late and no financial penalties were imposed.
5) What was the estimated number of cyclists expected to use the lane? I ask this question since cylsist are not using teh lane but the main traffic lane
Answer: We expect there to be at least 2,000 cyclists per day travelling along Mansell Street with a substantial number of them using the cycle lane as it now facilitates two-way cycle movements. It may take a little time for the scheme to bed in given that there was no dedicated cycling provision linking Cycleways 2 and 3 in the past.
