Thank you for your request received by Transport for London (TfL) on 6 May 2021 asking for information about London Underground staff.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.
 
  1. Please provide me with the current Framework document for London Underground staff. The Framework document makes reference to leave and staff deployment on London Underground stations

Prior to a contract offer, all new CSAs are asked to sign to confirm that they are happy and prepared to work at any station on the network, as shown here:

Important Information
Please ensure that you understand the following information before signing your contract
Your location of work could be anywhere on the London Underground system. Your position will be a Customer Service Assistant (CSA). You will be allocated to a station area, which is likely to be in the central area. There will also be times when you will be expected to cover duties at areas within the wider cover group. Cover Groups are made up of a number of Areas.
Due to the amount of development work on the network, you may find that your first location is temporary with a permanent location being allocated at a later date. We will always try to locate you with due regard to your journey to/from home.

This is again reiterated in point 5 of the contract: 

5. Location 5.1 LUL has the right to require you to work at any location it may determine from time to time within the area served by the TfL transport network. You may be required to work outside this area from time to time.

If unwilling to sign then a contract would not be offered and they would not be employed. In view of this, there is no further policy used for new recruits. Location is therefore determined by the business need at the point at which the delegate is in training and on the premise that the new employee has confirmed their preparedness to work at any location.
