You asked

I understand that after incidents on the track, the British Transport Police (BTP) makes recommendations to Transport for London to improve safety in stations. This has been confirmed to be by the BTP and at inquests at coroners courts. Thus I would expect that TFL records these recommendations. I am therefore requesting the following: 1. A copy of the dataset of all incidents of people falling onto the track, and whether they were injured or killed, that have occurred in the last three years until now on all lines of the London Underground, that contains the date, tube station, and the nature of the incident. 2. Whether the incident caused BTP to make a recommendation, details of the recommendation and what tube stations are referred to, whether and when BTP received a response to this recommendation, the nature of the response, whether and when this recommendation was implemented. I envision that Transport for London could provide this information in a spreadsheet that looks like the following: Date of incident | Station name | Nature of incident (i.e fatality, injury or no harm) | BTP recommendation | Date of response by TfL | Nature of response | Recommendation implemented or not For example: 16 October 2016, Tottenham Court Road | fatality on track | introduce greater hazard markings around the mouth of the tunnel in Tottenham Court Road | response sent on 18 December 2017, acknowledging the recommendation | hazard markings introduced on 2 February 2017 17 October 2017, Holborn Station | individual fell on track, no fatality | BTP recommendation: introduce barriers on Piccadilly Line | no response sent | no recommendations implemented However, Transport for London may present this information in a different way, so please contact me if there is any confusion or clarifications to be made here. Thank you for request received by Transport for London (TfL) on 1st May 2018 asking for information about incidents on tracks.

You were sent a response to this query in March 2018. Please see below and attached for your information:

Our first priority is the safety of all our customers, staff and others travelling or working on our network. We have a tried and tested safety management system, developed and refined over many years. A recent Office of Rail Regulation report indicated that the Tube is one of the safest metros in Europe. As part of this approach, we run a safety campaign using posters throughout the TfL network which urge customers to take care for their own safety when using the network.

Over the last 3 years there were 131 incidents recorded of passengers falling on the track, this represents 1 incident per 30 million journeys on the underground. Of those incidents 51% resulted in no injury reported, 44% minor injuries and 5% recorded as a person ill, specified (major) or fatal (illness). In terms of the specified (major) injuries these are defined under RIDDOR 2013 – regulation 4 as:

  • fractures, other than to fingers, thumbs and toes;
  • amputations;
  • any injury likely to lead to permanent loss of sight or reduction in sight;
  • any crush injury to the head or torso causing damage to the brain or internal organs;
  • serious burns (including scalding) which: covers more than 10% of the body;
  • causes significant damage to the eyes, respiratory system or other vital organs;
  • any scalping requiring hospital treatment;
  • any loss of consciousness caused by head injury or asphyxia;
  • any other injury arising from working in an enclosed space which: leads to hypothermia or heat-induced illness;
  • requires resuscitation or admittance to hospital for more than 24 hours.

We do not hold any recommendations received from the BTP in relation to these incidents.
