You asked

I understand that up until recently, the last campaign for Revenue Control Inspectors on London Underground was in 2008, until a recent internal campaign, if memory serves right, just before lockdown. My request is as follows; 1) In what years were the three most recent RCI recruitment campaigns? Please confirm if each campaign was internal only, external only, or internal and external. 2) In those three most recent campaigns, how many people applied, how many were successful at each stage, and how many ended up being recruited? 3) How many RCIs does London Underground currently have, per line, or the appropriate way in which RCIs are grouped/distributed if not by line? (Including, but seperately, trainees) 4) Are there any plans for upcoming campaigns? 5) How long does training as an RCI take (in normal, non-Covid circumstances) 6) Finally, for the most recent campaign, what is the status of the recruitment campaign, or if the campaign has completed, what is the status of their work/training, considering the impact the Covid-19?

Thank you for your request received by Transport for London (TfL) on 6th May 2021 asking for information about the recruitment of Revenue Control Inspectors.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold some of the information you require. Your questions are answered in turn below:

Question 1) In what years were the three most recent RCI recruitment campaigns? Please confirm if each campaign was internal only, external only, or internal and external.

Answer: There has only been one recent recruitment campaign for RCIs and this is the only campaign for which we hold the requested information. This had started in 2020 for both internal & external candidates. However, due to the Covid-19 pandemic the campaign has since been put on hold.

Question 2) In those three most recent campaigns, how many people applied, how many were successful at each stage, and how many ended up being recruited?

Answer: There were 1,021 applications for the one recent campaign in 2020. Due to the campaign being put on hold (it was stopped at the first test stage) there are no details of how many candidates were successful at the final stage, although 680 were unsuccessful at the first test stage. There were 20 withdrawals and 206 had their application declined.

Question 3) How many RCIs does London Underground currently have, per line, or the appropriate way in which RCIs are grouped/distributed if not by line? (Including, but seperately, trainees)

Answer: There are currently 135 RCIs in London Underground. They are placed in to groups – 44 on Bakerloo, Central & Victoria; 42 on Jubilee, Northern & Piccadilly; 49 on C&H, Met & District.
There are currently no trainee RCIs.

Question 4) Are there any plans for upcoming campaigns?

Answer: The current RCI recruitment campaign has not finished - it is currently on hold until further notice.

Question 5) How long does training as an RCI take (in normal, non-Covid circumstances)?

Answer: The existing training is in the region of 3 to 4 weeks, although note that the current course is in the process of being reviewed and re--written. The length of training is also dependent on whether a successful candidate already has operational training and licences.

Question 6) Finally, for the most recent campaign, what is the status of the recruitment campaign, or if the campaign has completed, what is the status of their work/training, considering the impact the Covid-19?

Answer: The current campaign has been put on hold until further notice.
