You asked

I would like to lodge a Freedom of Information request to find out how much the London Marathon has paid to Transport for London and to see the disclosure register details of any payments and interests of all senior managers in regards to the Marathon.

We answered

Our ref: FOI-0255-1819/GH

Thank you for your request received by Transport for London (TfL) on 22 April 2018 asking for information about any payments received from the London Marathon.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy.

I can confirm that we do hold the information you require. However, we are not obliged to provide you with the details of any payments received from the London Marathon Ltd as this information is subject to a statutory exemption to the right of access to information under section 43(2). In this instance the section 43(2) exemption has been applied as disclosure would, or would be likely to prejudice our commercial interests. TfL contribute and assist with the planning and execution of many events every year, and releasing information on any payment received by TfL for a specific event would hinder our ability to negotiate the best value for money for similar services in the future.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where public money is concerned, but in this instance the public interest in ensuring that we are able to obtain best value outweighs the general public interest in increasing transparency of our processes.

With regards to payments and interests of senior managers in relation to the London Marathon, I can confirm that Will Norman, Walking & Cycling Commissioner, received invitations from Virgin Money to attend the London Marathon opening and closing events on 20th and 22nd April respectively. He declined both invitations. No senior managers hold any interests in the London Marathon.

If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.

Yours sincerely
