Thank you for your request received on 4 May 2022 asking for information about road usage charges incurred by TfL vehicles.
 
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked:
 
How many times has TfL paid the Ultra Low Emission Zone charge as a result of non-ULEZ-compliant vehicles owned by, leased by or otherwise under the stewardship of TfL entering the ULEZ since the zone’s introduction in April 2019? Please break this data down by calendar month and year if possible. Please also indicate how many vehicles TfL has registered with Transport for London's Auto Pay system, if possible.

All vehicles are registered on the AutoPay scheme for Congestion and Ultra-Low Emission Zone (ULEZ). The fleet size has not changed since the introduction of the ULEZ in 2019.

Please note that the only non-compliant vehicle entering the ULEZ regularly is used by the London Transport Museum to occasionally move stock and items between the Depot at Acton and the Museum in Covent Garden. There are also other non-compliant heritage vehicles within the Museum collection - Battle Bus, the first Routemaster etc, which might occasionally be driven for exhibition purposes.
 
Since the introduction of the ULEZ in April 2019, how many times have non-ULEZ-compliant vehicles owned by, leased by or otherwise under the stewardship of TfL incurred penalty charges for entering the ULEZ without the ULEZ fee being paid? Please break this data down by calendar month and year if possible. Please also indicate, if possible, what the average cost of a penalty charge was.
 
No ULEZ penalty charge notices (PCNs) have been received, as all TfL vehicles are registered on the AutoPay scheme.
 
If possible, please tell me: since November 2019, how many times have vehicles owned by, leased by or otherwise under the stewardship of TfL incurred a penalty charge for driving on a road that a Low Traffic Neighbourhood prohibits it from using? Please break this data down by calendar month and year if possible. Please also indicate, if possible, what the average cost of a penalty charge was.
 
No Low Traffic Neighbourhood PCNs have been received.
 
If possible, please tell me: how many Penalty Charge Notices (issued for any reason) have been incurred by vehicles owned by, leased by or otherwise under the stewardship of TfL since January 2017. Please break this data down by calendar month and year if possible. Please also indicate, if possible, what the average cost of these penalty charges was. Please also tell me, if possible, what the top five most common reasons were for these Penalty Charge Notice being issued, providing the total number of PCNs for each of these five reasons.
 
Please note that where PCNs have been incurred because of blatant disregard of requirements they are passed to the individual driver and not paid for by TfL. TfL will only pay for a PCN if it is not otherwise possible and if the PCN was as a result of unavoidable working requirements. We will also appeal PCNs where they appear to have been incorrectly or inappropriately issued (for example, London Buses vehicles required to maintain bus stops penalised for parking at a bus stop). For example, in 2021, we received a total of 740 PCNs, of which 84 (11%) were subsequently appealed and cancelled, 351 (48%) were paid for by the drivers and 305 (41%) were paid for by TfL.
